The next fourteen months are likely to be one of the most consequential periods for housing policy in a generation. With the 21st Century ROAD to Housing Act (ROAD) now law, the challenge is to turn this landmark bipartisan achievement into policies that work in the real world.
That is where NHC and our members come in.
Through our Housing Supply Working Group, NHC is bringing together practitioners and experts to develop stakeholder-vetted recommendations before federal agencies draft proposed regulations. Rather than waiting until regulations are published to weigh in, we want to provide actionable guidance from the outset. We are also incorporating agentic artificial intelligence to help members develop regulatory language, pairing technology with practitioner expertise and stakeholder review. The goal is to help agencies move more efficiently while developing workable solutions grounded in how housing programs operate in practice.
This work will necessarily be nonpartisan. As I have told Administration senior leaders, we are invested in their success creating durable regulations that can slow the policy pendulum by incorporating the views and needs of a broad range of practitioners and stakeholders. Successful implementation will require the same collaboration and consensus-building that helped get ROAD across the finish line, and NHC members will be at the center of it.

Our breadth is one of NHC’s greatest strengths. We bring together lenders, developers, housing finance organizations, nonprofit advocates, state and local agencies, community development organizations, and others across the housing ecosystem. Our members do not agree on every issue, and that is precisely what makes NHC valuable. We create a forum where different perspectives can find common ground, develop practical solutions, and build the consensus needed to move policy forward.
The same model is guiding our Residential Property Insurance Collaborative, which brings housing and insurance stakeholders together to develop practical responses to rising insurance costs and market instability. It is another example of NHC convening different perspectives around solutions that work in practice.
We are strengthening the team supporting this work as well. Nate Shultz has joined NHC as Senior Vice President of Policy. Jeff Markowitz, a longtime Freddie Mac senior executive, will join us as Managing Director for Membership, and Treasury, Federal Housing Finance Agency (FHFA) and Ginnie Mae veteran Sam Valverde will lead our insurance work. Together with Brittany Webb and Kara Beigay, they expand NHC’s capacity to serve members and advance this agenda.

Memberships begin at $50 annually for Emerging Leaders in Affordable Housing, $100 for individuals, $1,000 for nonprofits, and $2,500 for for-profit organizations.
