Jeffrey Lubell parses what the New Starts rules mean for housing and transportation

U.S. News & World Report today published the second monthly column from Center for Housing Policy Executive Director Jeffrey Lubell on how new federal rules for the New Starts Program from the Department of Transportation actually help promote housing affordability as the nation develops new and better transit options.
