Inclusionary zoning is not the solution to all of our housing needs, but it is an
important tool with great untapped potential. This joint publication with the National Housing Conference seeks to achieve more of that potential by highlighting the success of inclusionary zoning practices in Massachusetts and by examining the legal and policy issues behind them.
