Biography:
Nathan (Nate) Shultz joined the National Housing Conference as Senior Vice President of Policy in August 2026. In this role, he leads NHC’s policy agenda, working with policymakers, industry leaders, and stakeholders to advance solutions that expand access to affordable housing and strengthen the nation’s housing system.
Shultz brings nearly two decades of experience in housing finance, federal housing policy, and affordable housing. Prior to joining NHC, he served as Vice President of Single Family Affordable Strategy and Policy at Freddie Mac, where he led initiatives to expand sustainable homeownership opportunities and advance the company’s affordable housing mission. Across two tenures at the U.S. Department of Housing and Urban Development, he served in several senior leadership roles, including Chief of Staff for the Office of Housing and Federal Housing Administration, Senior Policy Advisor to the Federal Housing Commissioner, and Deputy Director of the Office of Lender Activities and Program Compliance. He has also held leadership positions at Fannie Mae, the Colorado Housing and Finance Authority, and The Money Source.
Shultz serves on the Board of Commissioners for Virginia Housing, the commonwealth’s housing development agency, providing governance and strategic oversight for programs that support affordable rental housing, sustainable homeownership, and the creation and preservation of affordable housing across Virginia.
He holds a Master of Public Administration from the University of Colorado Denver and a Bachelor of Arts from Colorado Christian University.
