NHC to recognize Chairman Flood and Ranking Member Cleaver for bipartisan housing leadership at 2026 Housing Visionary Awards Gala

Washington, D.C., April 22, 2026 – The National Housing Conference (NHC) today announced that Congressman Mike Flood (R-NE), Chairman, and Congressman Emanuel Cleaver, II (D-MO), Ranking Member, of the House Financial Services Subcommittee on Housing and Insurance, will receive the Carl A.S. Coan, Sr., Lifetime Achievement Award for Public Service at NHC’s Housing Visionary Awards Gala on June 24 at The Anthem in Washington, DC.

The Carl A.S. Coan, Sr., Lifetime Achievement Award for Public Service recognizes their bipartisan leadership on the HOME Reform Act, an effort to expand the nation’s affordable housing supply at a time when millions of Americans face rising housing costs and limited availability. The legislation modernizes the federal HOME Investment Partnerships Program, one of the primary tools used by states and localities to build and preserve affordable housing, by streamlining regulations, reducing administrative barriers, and strengthening public-private partnerships to help communities more efficiently develop housing and address the nationwide shortage.

Coan, Sr., Lifetime Achievement Award for Public Service through their bipartisan leadership and long-standing commitment to addressing our nation’s housing challenges,” said NHC President and CEO David Dworkin. “The HOME program is a critical tool for the production and preservation of affordable housing and provides states and localities with the flexibility to meet their unique needs. Their work to advance thoughtful reforms reflects two distinguished careers dedicated to expanding housing opportunities and ensuring more Americans have access to safe, affordable homes.”

As part of the event, Bill Emerson, Board Member of Rocket Companies, and Debra W. Still, CMB, retired CEO and Vice Chair of Pulte Financial Services, will receive the 2026 Housing Visionary Award, recognizing their decades of leadership in strengthening the housing finance system, expanding access to homeownership, and advancing an industry that better serves communities nationwide.
