NHC strongly supports revised House bipartisan package to increase housing supply and affordability

Washington, D.C., May 14, 2026 —David M. Dworkin, President and CEO of the National Housing Conference (NHC), released the following statement in support of the revised bipartisan House housing package aimed at expanding housing supply, improving affordability, and increasing access to both homeownership and rental housing opportunities nationwide:

“The National Housing Conference strongly supports passage of the revised House housing package. We encourage the House leadership to bring the bill to the floor as soon as possible, and appoint conferees so the Senate can act expeditiously with the House to send a bill to the President.

The revised House bill makes significant improvements to provisions affecting the build-to-rent sector and institutional investment in single-family housing. The updated language more appropriately targets large-scale acquisition practices while avoiding unintended consequences that could have undermined much-needed housing production and rental supply. These revisions create a more balanced framework that protects consumers and communities without discouraging responsible investment that helps expand housing availability.

The legislation also contains numerous strong provisions that will help increase housing supply, modernize federal housing programs, and reduce barriers to development. Among other advances, the bill expands affordable housing eligibility under CDBG, streamlines environmental review processes, modernizes FHA multifamily loan limits, supports manufactured housing innovation, creates new planning and implementation grants for housing production, and strengthens tools to encourage local pro-housing policies.

We continue to believe that a final package would be strengthened by the inclusion of several Senate provisions, including CDBG-DR and the PRICE Act, through a conference process. Even so, the House measure reflects substantial bipartisan collaboration and delivers meaningful policy improvements that will help expand housing supply and affordability.

While no single piece of legislation is perfect, this bill represents a major improvement over previous House and Senate proposals and reflects meaningful bipartisan progress toward addressing the nation’s housing affordability and supply challenges.

Congress should move quickly to pass this legislation and build on the momentum it creates for further housing reforms.”
