House passes landmark 21st Century ROAD to Housing Act, sending bipartisan housing package to President’s desk

Washington, D.C., June 23, 2026 – David M. Dworkin, President and CEO of the National Housing Conference (NHC), released the following statement after the House of Representatives passed, by a vote of 358-32, the updated 21st Century ROAD to Housing Act, following Senate passage of the legislation on Monday:

“The House’s passage of the 21st Century ROAD to Housing Act marks a major milestone in the effort to address America’s housing challenges. With both the House and Senate now having approved the legislation, the bill is on its way to the President’s desk. This achievement reflects years of work by housing advocates, industry leaders, community organizations, and policymakers from both parties who recognized the urgent need for action.

This legislation reflects a broad, bipartisan commitment to expanding housing opportunity. It combines leading House and Senate proposals to increase housing supply, modernize federal programs, strengthen community development and disaster recovery, support affordable housing production, and improve access to rental housing and homeownership. By reducing barriers and updating outdated policies, the bill will also help existing federal investments deliver greater long-term impact.

The House’s action reflects the reality that meaningful housing policy requires collaboration. Members worked through differences, balanced competing priorities, and remained focused on the common goal of addressing housing affordability. The result is legislation that reflects compromise without losing sight of the challenges facing families and communities across the country.

No bill is perfect, and no stakeholder gets everything they want. But progress depends on finding common ground and building consensus around practical solutions. We commend House and Senate leadership, Chairman French Hill (R-Ark.), Ranking Member Maxine Waters (D-Calif.), Chairman Tim Scott (R-S.C.), Ranking Member Elizabeth Warren (D-Mass.), and the many members on both sides of the aisle who helped advance this legislation. Their work demonstrates that bipartisan cooperation remains possible and that Congress can take meaningful action to address the nation’s housing needs.

As the legislation heads to the President’s desk, we look forward to him signing this bill into law. Doing so will help communities across the country build more housing, improve access to affordable homes, and strengthen the federal tools needed to address the nation’s housing affordability crisis. Today’s vote is a significant achievement and an important reminder that when Congress works together, meaningful progress is possible.”
