SUMMARY:Leveraging the Tax Code to Address Affordable Housing Supply
DESCRIPTION:To increase affordable housing supply\, we need to use all the policy tools available to us to address the multi-faceted issue that is affordable housing production and preservation. Several programs administered through the tax code have proven to be some of the nation’s most effective tools in facilitating investments in affordable housing.\n\n\nWith several tax credit proposals in Congress— the Affordable Housing Credit Improvement Act\, Neighborhood Homes Investment Act\, and the DASH Act—this webinar\, moderated by Linda Mandolini of Eden Housing\, explored each of the bills: what they do\, their potential impact\, their status in Congress\, and how to harness our collective efforts to include them in infrastructure reconciliation legislation. \n\n\n \n\nSpeakers\n\n\n\nEmily Cadik is the executive director of the Affordable Housing Tax Credit Coalition (AHTCC)\, where she leads advocacy to support affordable rental housing financed using the Low-Income Housing Tax Credit (Housing Credit). Prior to joining the AHTCC\, she was a senior director of public policy at Enterprise Community Partners\, where she led policy and advocacy related to the Housing Credit and other affordable housing and community development issues. \n\n\nPeter Lawrence is director of public policy and government relations at Novogradac Consulting LLP. Prior to joining Novogradac Consulting LLP\, Mr. Lawrence was the senior director of public policy and government affairs for Enterprise Community Partners where he led the execution of Enterprise’s policy and advocacy agenda.\n\n\nLinda Mandolini is president of Eden Housing. In her role at Eden\, Linda oversees affordable housing production\, resident support services\, and property management components of the organization\, and a staff of more than 400 employees. She is guided in her work by Eden’s active volunteer board of directors. Linda is a leader in housing policy on the local\, state and national level. She was one of the affordable housing leaders who worked tirelessly for the passage of California Housing bonds that collectively generated $10 billion for housing.\n\n\nSteve PonTell is the chief executive officer and president of National CORE. In 1996\, Steve founded the La Jolla Institute\, a California-based nonprofit think tank that advances a better understanding of the critical elements necessary for both communities and corporations to achieve sustainable economic competitiveness. He is a nationally recognized authority on community development and creating forward-thinking organizations to maximize evolving market environments.\n\n\nBenson F. “Buzz” Roberts is the president and CEO of the National Association of Affordable Housing Lenders (NAAHL). Before NAAHL\, Buzz was the Director of the Office of Small Business\, Community Development and Housing Policy at the U.S. Treasury Department from 2011 to 2015. DESCRIPTION:In the face of an intensifying climate crisis\, Fannie Mae and Freddie Mac are uniquely positioned to promote sustainable\, resilient housing across the country. The Enterprises have already created several programs to accelerate production of green multifamily projects\, and now the Federal Housing Finance Agency has the opportunity to expand that success to the single-family market.\n\nNHC partnered with the Rocky Mountain Institute to host a webinar exploring the policies and programs that will ensure existing and new housing can withstand global warming. View the webinar recording or the presenters’ slides to learn more about how the Enterprises can lead us toward a more sustainable future.\n\n \n\nSpeakers\n\n\n\nRita Ballesteros is a housing industry consultant working with organizations on strategies and implementation in affordable housing\, finance\, servicing\, loss mitigation\, and programs that improve home habitability\, efficiency\, and resiliency. She recently worked at Fannie Mae where she led the affordable housing preservation activities for its single family Duty to Serve requirements\, as well as worked on other affordable housing\, energy financing\, and loss mitigation initiatives. Prior to Fannie Mae\, Ms. Ballesteros had significant consulting experience with KPMG and through RAB Associates.\n\n\nDavid Heslam has been a national leader in efforts to develop home energy labeling systems that allow the value of energy performance to be gauged by real estate stakeholders and professionals. He gained insight into the need for energy labeling during the 15 years he spent designing\, building\, and remodeling homes in Portland\, OR\, with national award-winning company\, Coho Construction Services Inc. Since he started at Earth Advantage in 2008\, he has  advocated for use of national standards to enable scalability of valuation efforts\, implemented programs to enable to valuable of green and efficient homes\, and conducted professional trainings for housing industry stakeholders.\n\n\nGreg Hopkins is a Manager in RMI’s Carbon-Free Buildings Program\, based in Boulder\, Colorado. Since joining in 2017\, his work at RMI has primarily focused on finance and policy interventions to decarbonize housing and buildings. He manages RMI’s Finance the Future initiative\, working to climate-align housing finance and scale up low-cost financing solutions for home energy and resilience improvements. He has also led various policy efforts at the city\, state\, and federal levels – including managing a cohort of 15+ cities nationwide to develop home energy labeling and disclosure policies\, running a city accelerator on building performance standards\, and developing comprehensive state and federal policy playbooks to decarbonize the buildings sector.\n\n\nMadeline Salzman is a Management and Programs Analyst in the U.S. Department of Energy’s Building Technologies Office. Madeline joined U.S. DOE in 2015 to manage programs that increase access to energy efficient technologies\, including through the Home Energy Score program and Better Buildings Workforce Accelerator. She is currently leading clean energy workforce development strategy for the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy. SUMMARY:Fannie Mae\, Freddie Mac and the future of American homeownership
DESCRIPTION:The Federal Housing Finance Agency (FHFA) announced on Tuesday that Fannie Mae and Freddie Mac will submit plans by the end of this year to reduce racial disparities in housing finance. FHFA’s announcement makes it clear that these plans must include serious measures to provide for equity in housing finance\, potentially changing the focus and scope of housing finance policy for a generation.\n\nOn Thursday\, September 30\, from 11 a.m. to 3 p.m. ET\, NHC and the Homeownership Alliance will co-host a forward-looking online convening to discuss the Enterprises’ role in affordable homeownership\, the implications of FHFA’s announcement\, near-term reforms in housing finance\, and how we can collectively close the racial homeownership gap. The convening will open with a 45-minute conversation between FHFA Acting Director Sandra Thompson and NHC President and CEO David Dworkin.
